This video goes over the basic software & hardware setup of OpenBTS from my experience. Old GSM phones can be revived with some effort by creating your own 2G GSM network!
Notably, both American and European phones can be used.

Note: at 1:28, the higher the number (up to 80), the lower the broadcast strength of the SDR.
