Step 1) Restart PC
Step 2) Unselect ‘Use hardware-accelerated encoding’
Step 3) Close Google Drive/OneDrive while exporting
Step 4) Convert video files to mp4 files
Step 5) Repair/Reset Photos App
Step 6) Update Windows
Step 7) Uninstall and reinstall Photos app
get-appxpackage Microsoft.Windows.Photos | remove-appxpackage
Restart your PC
Get-AppxPackage -allusers Microsoft.Windows.Photos | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)AppXManifest.xml”}
Step 8) Update Windows to the latest version using media creation tool
